Finland
Finland has rather straightforward requirements for conversion.
Prerequisites / legal requirements
A common misconception is that you need to have the vehicle inspected/approved by a certified inspector with a certain level of official qualifications. There is an exception in the requirement for qualifications as per "Sähköturvallisuuslaki 1135/2016 [1]"
56 § Sähkötöiden tekemisen edellytyksiä koskevat poikkeukset Edellä 55 §:ssä säädetyistä vaatimuksista voidaan poiketa: 1) tieliikennekäyttöön soveltuvan sähköajoneuvon voimajärjestelmän sähkötöissä, jos henkilö on riittävästi perehtynyt tai perehdytetty kyseisen ajoneuvomallin sähköjärjestelmään ja sähkön vaaroihin;
Recently a forum member had his car approved (Registered before 21.09.2002, so easiest possible as ECE R-100 compliance or EMC compliance is not that stringent as it would be for newer vehicles).
Currently the valid regulation on modifying the vehicle is this (note that this is subject to be updated during 2026): "Auton ja sen perävaunun rakenteen muuttaminen [2]"
Requirement Summary
Eristysresistanssia koskeva mittaus voidaan tehdä normaalissa ulkoilman kosteudessa ilman vakautusta.
- 1) suojaus sähköiskuilta tulee toteuttaa E-säännön 100 kohdan 5.1 mukaisesti; Protection from (High voltage) shall be implemented according to "ECE R-100 5.1 [3]"
- 2) akut tulee sijoittaa ja kiinnittää niin, etteivät ne ole alttiita vaurioille tai irtoamiselle törmäystilanteessa; Tie down batteries, so they aren't susceptibe to damage or getting loose upon collision
If using lead acid bateries, accumulation of hydrogen gas shall be mitigated by means of air ducting or a fan
- 4) tuulilasin huurteenpoistojärjestelmän on oltava niin tehokas, että se takaa riittävän näkyvyyden tuulilasin läpi kylmällä säällä; Windshield defogger shall be powerful enough to keep the windshield clear in cold weather
- 5) ajoneuvo on varustettava ajosuunnan valitsimen asennon ilmoittimella kuljettajalle; Vehicle shall be equipped with a drive direction indicator that indicates the active drive direction to the driver
- 6) kuljettajan on saatava ajoneuvosta poistuessaan ilmoitus, jos ajoneuvo on vielä aktiivisen ajon mahdollistavassa tilassa. Driver must be alerted upon exiting the vehicle if the vehicle is in a mode that enables active driving
Edellä olevassa kappaleessa tarkoitetun ajoneuvon muutosten vaatimustenmukaisuus tulee todeta katsastajan suorittamalla tarkastuksella.
Read the text in bold and refer to the above mentioned exemption. By building the converted vehicle yourself, it can be assumed that you have gathered the required knowledge to also inspect your own work. Please be thorough and don't skip any steps as you are also taking the responsibility of the (electrical) safety of your conversion.
"A nice example for an commissioning inspection report (käyttöönottotarkastuspöytäkirja) here on PDF page 78 liite 2: [4]"
Naturally your conversion must fulfill all the rest of the requirements mentioned in the regulation (power to weight ratio, body structure modifications etc.)
Practise
Probably the most difficult part is to find an inspection engineer that doesn't over-estimate the task of inspecting a converted vehicle. In the end the electric conversion is not that different to other vehicle modifications, so if you can find a car enthusiast friendly (autoharrastajaystävällinen) inspection engineer, who would have atleast looked at the modifications regulations, you are probably half way there.
Once you found an engineer the depth of inspection seems to vary. Some do high speed runs and noise tests, some just do a mechanical inspection. It is very beneficial to have professional documentation of your build, including data sheets and diagrams. It will not hurt you if you can write a description of the work done to the high voltage system and hand it to your chosen inspection engineer together with the commissioning inspection report, you have filled with the measurement results of you checking the system.
EMI/EMC
The most feared part of the road worthiness test is proving that your vehicle is electromagnetically compliant, i.e. operating the inverter will not disturb any other electronic equipment in proximity of the car. Rather remarkably, if the car receiving the EV-components was registered before 21.09.2002 apparently no additional paperwork required. With cars younger than that you need to comply with the E-100 rules that were valid upon the registration of the vehicle. For EMC compatibility, it is deemed enough that the manufacturer of the conversion kit provides a certificate which testifies that the conversion kit is suitable for the vehicle OR that all high voltage componets used in the conversion have a certificate for EMC compatibility.
But: since today we no longer use home-built inverters and industrial motors but use complete drive trains from existing electric vehicles, we circumvent the entire EMC topic! The components are already certified to be ECE-10 compliant. Job done. Most importantly motor and inverter must belong together. Also make an extensive list of OEM part numbers. The more original parts used (e.g. wiring looms, contactors) the more impressive your list becomes.
After inspection
Once the engineer has given his blessing, they will send the paperwork to Traficom. After some time you will be rewarded with:
- Likely increased taxes in form of käyttövoimavero ("remember if you convert an utility vehicle (pakettiauto) the tax is a little bit cheaper [5]")
- Depending on insurance company, probably increased insurance fees if the vehicle becomes more powerful
- Can apply for reduced parking fees in Helsinki (where else?)
