Availabilitywise, the Lumissil chip would probably be a good choice if data can be found. Though long-term, harvesting ar7420s from powerline adapters may be better, as you're not dependent on Mouser continuing to stock them I don't know if the AR has a SPI interface, bur if not it should be possibl...

I think the CCM is the CCS gateway module for rapid charging, located under the dash near the steering column.

Randomized Macs? A MAC is always unique. The first part is fixed and is coupled to VAG or BMW etc. The last part is de serial. On a network all MACs need tobe unique. I think you may be better off looking at the QCA7005 modules.
AFAICS the AR7420 is Homeplug, not Hompleplug Greenphy - I don't know what the difference is.
The QCA7005 has different firmware versions for EVSE and car side, and likely also different from powerline modem versions

Any V2H/V2G type application is going to be doing way less current than the car running or rapid charging, so the answer is simple - just put fuses in line with whatever you are connecting. This can easily be done inside the CCS connector, as we'd typically be looking in the low tens of amps range. ...
