Prius Dual Motor Controller Wifi Not Working

I purchased and programmed a couple of the Olimex Wifi modules, but they didn't work. I could connect to one of the modules when I supplied it with bench power. The in circuit power votlage was down around 0.7 volts on pin 1, but the power supply was putting out a stable 3.25V. I check my solder connections and fiddled with a couple things, but noticed that L5 and L6 were missing. I ordered the missing parts from mouser based on the part number in the schematic. Hopefully, that's correct. This is V1d batch 4 board. Is there a reason these were missing or is it just poor quality control from the supplier?

There were problems with Olimex boards once upon a time, yes. Almost everyone has switched over to ESP8266 hardware. I think someone here makes Olimex-->ESP adapaters if you wanted to try that. I just hardwired mine manually.

I assumed it was the Lack of the inductors L5 and L6 that were causing the poor vcc voltage to the wifi modules. I tried the modules that came with the board and they didn't power up either. I like the Olimex form factor, so I ordered them seperately. These Olimex boards seem different than the originals people were using. They have a programming button,so I don't have to solder anything on the wifi module to program it.

I'm getting the inductors tomorrow, so I'll find out this weekend (maybe tomorrow night) if it works.

I added the inductors and wifi started working. Unfortunatly, that wasn't the only component missing. The entire -5v PWM voltage regulator circuit is missing.

I've order some components, but I'm nervous about some of the passive components I've chosen. the MAX735 datasheet calls for Tantalum capacitors, but I ordered MMLC for some of them. I've looked, but can't find the BOM for the dual motor V1D? Can someone help me?
