2013 stock leaf

can i use the 2013 harness and stock vehicle with brain board swap and add wifi connectivity(vehicle on/off)

do i need to splice or manufacture any cables?

No, that's not the intended purpose of a brain board swap. It won't work in a stock leaf

my question was regarding the amount of rewiring necessary to make it work
