The BMS should send a maximum allowed current IN.
This can be either for charge or regen.
Them it is up to the charge controller or VCU to make this happen. So then “automatically” (almost) full battery = (almost) no regen.

There is no command for that and it is the station that locks the plug.
So I’d try to power cycle your controller and try to start a new charging session and end that the normal way.

Everything is fine with the wiring too because there are no problems with AC charging. I've seen this with other CCS implementations as well. The 646 is ticked as 'tested'.
In theory it is possible yours is faulty, but I expect it is something else. For example:

CCS DC charging relies on power line communication (so data packages via the CP and PE lines). Since you are getting an invalid signal it looks like this digital communication is not working properly. Therefore Tom suggested to check your wiring.

You are not getting a valid Charging_Type in 0x3B4, Byte 6 and thus it hangs/remains in Initlialisation.

I'd say in that example SOC = 24,6%
Byte 4 = 0xF6 = 11110110
Byte 5 = 0x70 = 01110000
Then take all bits from Byte 4 and four most right bits from Byte 5 in front of it.
So you get binary 000011110110 = 246 scale 0,1 = 24,6%

84 will work fine, also in terms of minimum voltage for CCS at low SOC.
