Just tested the pin27: direct 12v supply to the pin, but the situation remained the same, OPMODE OFF.Is the inverter somehow damaged?

No, even if the inverter was damaged, with this modification the software would not drop out of run mode. What is the value of din_ocur and din_desat?

din_desat=error should have gone away by pulling 27 high. Strange.
Attached is a version that will ignore the break input. din_desat will still show Error but it won't drop you out of run mode.

The both program`s versions didn`t help in solving the problem
I just changed the Toyota Prius2 Inverter for the third time and replaced the wiring connections as well.
Tested the set with both program`s versions 5.27 R-foc,5.32 R-sine.
At the beginning there was perfect open loop performance.( Made a video clip of it ),but after shutting down the program and restarting get some confusing performance. The Spot value --Opmode is in manualset , but the motor & lamps don`t run. The spot value- LASTERR is stating LORESAMP instead of PRECHARGE.
After couple of restarting’s and version uploading’s get it again starting, but after shutting down and new start again the same error.
Who is causing the LORESAMP error ?
There is not a SINCOFS command in the both program`s versions. How can I perform the tuning process then ?

Is there a wiki page which explains the meaning of lasterr=Precharge and Status=UdcBelowUdcSw? Everybody is invited to improve the documentation.
My uneducated guess: The battery voltage is below the configured minimum threshold, or the related contactors/cabling is wrong. Try to measure the voltage physically with Multimeter or scope and compare it with the voltage which the inverter sees, and with the udcmin setting.

Ok, can you set encmode=Single (it's currently set to resolver and picks up a crazy high speed of 1400 Hz) and boost=20000

I told you how to properly post a dump, why do you dismiss this in favour of this copy&paste mess that doesn't even contain parameter values?
There's payed support available also where someone will connect to your inverter and diagnose/fix it for you.

After some uploads of the sine/ foc program versions the blinking light on the board ceased work.
I am able to go to the website ,but without parameters.

Should I preprogram the board with the ST- LINK V2 to free it from the program`s clogging?
How could it be done then , where there are not pins but microdots for connecting to the board? Do You have one other special connector ?

Maybe first try to update over the web interface again, that should also repair it. Otherwise solder thin wires to the spots
