If all four combinations leave you in high gear, then you likely have a problem with your oil pressure. Is the oil pump running okay?
As far as I know, everyone else has been able to achieve low gear by setting both solenoids high with good oil pressure.

I have no slippage issues at all driving even under full throttle. I have the oil pump on a 60A breaker and if I forget to close it (sometimes I'll turn it off if I have the car on but am working on something), then I definitely can't move the car.
