These do need some kind of economiser setup. Simplest would be something like this: viewtopic.php?f=17&t=531&hilit=economizer.
At 14V they draw about 7W and get quite hot. They release at about 1.5V. At 3V they draw only about 0.3W and don't heat up at all.
