What car manufacturer software + firmware is available on the internet for offline usage?

For reverse engineering in general you try to first get the computer software with the car firmware files to have a starting point.
I have knowledge about Mitsubishi where you can get the original Mitsubishi software (MUT-3) and original firmware files. You can find both parts for download on the internet and you can run fully offline and configure the car settings or flash different firmware files.
The Mitsubishi MUT-3 SE software have been partly reverse engineered. For example the .exdf files are just encrypted .xml files you can decode and modify the way you need them.

I also have some knowledge about PSA/Stellantis where the last available Diagbox software you can get that is working fully offline to configure the car settings is about 10 years old. I am not aware of any firmware packages you could download to flash PSA/Stellantis car firmware.
What is the situation at all the other car manufacturer?
