Needed Help with PWM input for EPAS

I have completed an EV conversion using a Tesla Small Rear drive unit running a V5 board with firmware v5.27. I have used an electric steering rack from a Honda that needs a VSS signal that I get from the ABS, an engine pulse signal that I am getting from the Auxilliary PWM Output of the inverter board, +12v signal, and ground.

Here is the problem, the electric steering assistance doesn't come in until the car is moving at over 5kph. This makes it really hard to manually use the steering. I have set the inverter Auxilliary PWM Output parameters as; pwmfnc=speedfrq, pwmgain=100 and pwnofs = 0 and noted that the inverter PWM Output doesn't provide an output until 5kph.

Is it possible to get an output at 0kph to activate the steering rack?
Maybe setting pwmofs to something -ve?

Does the rack assist change? What happens with the rack if you set a fixed pwm when in drive / reverse?

How do I set a fixed PWM?

This thread can be closed. No solution found for the fixed PWM output.
I ended up getting a Corsa EPAS control unit to control the electric steering.
