Lexus GS450h VCU IC9 position

On my kit, IC9 is a bare board with a choke, an IC and other components. Which way round does this go?

I have one of Damien Maguire's Lexus GS450VCU boards. In the videos the IC9 is always a potted up component which you align with the pronting on the PCB so that it get soldered in the correct way around.
