can't see PWM output from rev3 board in manual run mode, no errors shown

I just recieved my Rev3 board running software 5.20.R-sine and am failing to get any output at all from the 6 PWM out pins.
I applied:
12v to vcc, mprot, emcystop,forward
2.5v to Udc, il1, il2
I press start inverter in manual mode.
The status is ManualRun and lasterror shows none.
Yet onthe output pins I see 0v. Am i missing something else?
