Making dials is no problem. In the picture it looks as if it is translucent, i.e. the lighting comes from behind. For this, an acrylic glass would first have to be laser-cut. There are online suppliers for this on the Internet. Then print directly, e.g. https://hd-xxlprint.de/. The laser cutter needs a DXF file, the printer needs adobe illustrater or pdf. You would have to do both according to your wishes.

Workflow is now clear for me.
- Scan the original dial
- Design new im CAD
- let them propably print first and then cut on acrylic
