Can't connect to PCS w/ ST-Link

I can't get my ST Cube programmer to connect to the STM32 on the PCS controller. I keep getting the "Error: No STM32 target found!" popup. I'm using a ST-Link V2 w/ firmware updated through ST Cube programmer so I know my USB to ST-Link connection works. LED on the ST link is solid red.
Wiring between ST-link and the board:
3v3 on board to pin 1 on ST-link
Ground to pin 4 on ST-link
DIO to pin 7 on ST-link
CLK to pin 9 on ST-link

Even with a separate 12V power source connected to pins 1 and 2 on the 20 pin connector and measuring 3.25ish volts between 3V3 and GND pins on the board I only get 1.54V for the Target voltage displayed in the cube programmer.
On the board the LED1 for power is on solid and LED2 for activity is blinking but it looks like there's not enough voltage to turn on the STM32?
What's the fix for the low voltage?
