Here is the wiring diagram that I have operational in my car. I did as you said, I grounded both 11 and 22 to the chassis. (Open for objections by others)

I used 4 car batteries as well. I also echo Boxster EVs comment. My encoder plug wasn't fully contacting and it was causing issues. You can test to see if it's getting a signal by plotting some values and turning it by hand. (sorry I don't recall the specifics but they are further up in the thread).
